ATTENTION TO AICTE APPROVED TECHNICAL INSTITUTIONS, REGARDING MATTERS CONCERNING REFUND OF FEES, RETURN OF ORIGINAL CERTIFICATES AND OTHER STUDENTS RELATED ISSUES
All India Council for Technical Education (AICTE) has been empowered interalia under section 10 (n) of AICTE Act to “take all necessary steps to prevent commercialization of technical education”. In compliance with the provisions under AICTE Act and in the light of directions of Govt. of India issued under section 20 (1) of AICTE Act vide Letter No. (U.1 (A) Section), it has been decided to issue instructions to the AICTE approved Technical Institutions, in the matters concerning students.
Whereas it has come to the notice of the AICTE that AICTE approved Technical Institutions are admitting students to technical education programmes long before the actual starting of an academic session; collecting full fee from the admitted students; and, retaining their school/ institution’s leaving certificates in original;
And whereas, Institutions are also reportedly confiscating the fee paid if a student fails to join by such dates;
And Whereas, certificates in original are being detained by institutions to force retention of admitted students;
And, Whereas the time-limit for students to join the courses/ programmes is also being advanced in some cases unrealistically so as to pre-empt students/ candidates from exercising other options of joining other institutions of their choice.
In the event of a student/ candidate withdrawing before the starting of the courses, the wait listed candidates should be given admission against the vacant seat. The entire fee collected from the student, after a deduction of the processing fee of not more than Rs.1000/- (Rupees one thousand only), shall be refunded and returned by the Institution to the student/ candidate withdrawing from the programme. It would not be permissible for Institutions to retain the School/ Institution Leaving Certificates in original.. Should a student leave after joining the course and if the seat consequently falling vacant has been filled by another candidate by the last date of admission, the Institution must return the fee collected with proportionate deductions of monthly fee and proportionate hostel rent, wherever applicable.
Any violation of instructions issue by the AICTE, shall call for punitive action including withdrawal of approval and recognition of erring institutions. AICTE shall on its own or on receipt of specific complaints from those affected shall take all such steps as may be necessary to enforce these directions.

The CBI wants you to complain. So why wait?

In an unusual step, the CBI asked the public to contact the agency if they faced corruption in the AICTE, which recently came under scanner after the agency arrested one of its top officials and filed cases against other, including the chairman.

The CBI in a statement said it has registered three cases regarding corruption in AICTE.

“If you have any specific complaint regarding demand of money by AICTE officials or giving approval to any college without having the required infrastructure due to corrupt practices by the expert committee members or AICTE officials, please contact Ravi Kant, Superintendent CBI, on Telephone Number 011 – 2464 9299 or Bhupinder Kumar, SP CBI on 011 – 2464 9322,” the agency said.

CBI doesn’t entertain anonymous complaints, but it promises to keep the complainant’s identity secret. So what are you waiting for? Just go ahead and file your complaints against the ruthless educational businessmen!

  2. Tamil Nadu – A special number has been introduced for complaints against colleges – 044-28440961. I want to let you know that I had called up this number and found that there were officers ready to take up complaints.
  3. Anywhere in India – The Central Bureau of Investigation (CBI) has also started probing complaints of inadequate infrastructure and junk faculty in many private colleges. Complaints could be lodged through ‘www.cbi.gov.in‘.



AICTE approved institutions – Colleges including Deemed Universities

  • SHOULD NOT charge high fees more than what has been prescribed. For example – In Tamil Nadu, for seats filled through the government’s counselling system, the fee would be Rs. 32,500 a year, while students applying through the management quota of self-financing colleges would be charged Rs. 62,500 a year. IF YOU ARE PAYING MORE THAN THIS AMOUNT, THEN YOU MUST COMPLAIN.
  • SHOULD NOT “sell” seats through capitation fee.
  • SHOULD NOT admit students long before actual start of an academic session.
  • SHOULD NOT retain ORIGINAL certificates from students.
  • SHOULD NOT confiscate full fee in case the student decides to join another institute. The entire fee, after deduction of processing fee of not more than Rs.1000 SHOULD be refunded.

CHENNAI: The Central Bureau of Investigation is probing specific complaints of inadequate infrastructure and manpower in many private engineering colleges across Tamil Nadu.

According to a CBI official, hours after the agency conducted simultaneous raids in four engineering colleges and registered cases against former Advisors of All India Council of Technical Education (AICTE) and college trustees, complaints in the form of email and short messaging service (SMS) started pouring in.

“Most of the complaints pointed to collection of exorbitant capitation fee by some colleges that lacked infrastructure such as well-equipped laboratory and library. In a few colleges, we have received information that there is a dearth of qualified faculty. We intend to collect documentary evidence in this regard,” the official said.

He said complaints could be lodged through the official website ‘ www.cbi.gov.in,’ where a link was provided on the home page. “Most of the complaints pertained to colleges that obtained AICTE approval/recognition after 2005. Though collection of capitation fee is beyond the purview of our investigation, complaints about infrastructure or manpower not conforming to the standards set by the AICTE have to be enquired into,” he said.

Colleges that were not recommended for approval/recognition by the expert committee (appointed by the AICTE) after inspection subsequently managed to obtain the same allegedly by misuse of power (by some AICTE officials) and resorting to corruption. “There is a provision for the college management to appeal against the recommendations of the expert committee by furnishing documentary evidence substantiating their stand. The appellate committee of the AIACTE will take a final decision. We will scrutinise the contents of such appeals, the stand of the expert committee and the grounds on which the final decision was made,” the official said.

The assistance of the Vice-Chancellor of Anna University, Chennai, and the Indian Institute of Technology, Madras, would be sought in the process of the investigation, a CBI source added.

Cases against former AICTE advisors

CHENNAI: The CBI on Friday conducted simultaneous raids on four engineering colleges in Tamil Nadu and registered cases against three former advisors of the All India Council of Technical Education on charges of abusing official power, criminal conspiracy and cheating.

Based on specific inputs that some colleges were functioning without adequate infrastructure and manpower that was in violation of AICTE norms, officials of the CBI’s Anti-Corruption Bureau conducted the raids on Sun College of Engineering and Technology, Kanyakumari; P.M.R Institute of Technology, Ambattur; V.K.K Vijayan Engineering College, Irungattukkottai near Sriperumbudur; and J.A Institute of Engineering and Technology, Koyambedu, Chennai, an informed source in the agency said. Searches were conducted at the trust offices and houses of trustees/members of the management. Documents pertaining to admissions, infrastructure, AICTE recognition and faculty position were seized. Four separate cases were registered against trustees of the colleges and three former advisors of the AICTE.

“The raids were organised based on information that these institutions are running in flagrant violation of norms fixed by the AICTE. In pursuance of a criminal conspiracy, the college authorities managed to obtain approval or extension from the AICTE in connivance with the accused officials,” a CBI official said.

The colleges lacked laboratory, library, faculty and other facilities. “Though the expert committee appointed by the AICTE did not recommend approval or recognition for these four colleges, they managed to get clearance and started functioning,” he said.

Raids were conducted on the premises of former AICTE advisors Prof. Sangameswara, now working in an engineering college at Mysore, R. S. Goud, now Principal of an engineering college at Mumbai and Dr. M.G. Deva Mane, working in a college at Pune. “In one college, though Anna University withdrew affiliation this academic year, they inducted students for the first-year course. Other violations that came to light were forgery in fixed deposit receipts, impersonation (showing higher secondary school teachers as college lecturers) among others,” the official added.

Cases under Section 13 (1) (d) (abuse of official power) of the Prevention of Corruption Act, 1988, 120 (b) (criminal conspiracy) and 420 (cheating) of IPC were registered against the accused.

It’s a HUGE VICTORY for the Indian Student Community!

The Anna University (Chennai) on Monday withdrew the affiliation for BE Aeronautical Engineering course granted to the Madha Engineering College, a self-financing institution based in Kundrathur, after an inspection team found severe infrastructure inadequacies in the laboratory. This is the first time the university has de-affiliated a course in an institution mid-way through the single window counselling process for the Tamil Nadu Engineering Admissions (TNEA).

Students were demanding reply from college officials for collecting more money (around Rs. 90000 instead of the prescribed amount of Rs. 32500) for no valid reason and have made several complaints regarding this issue and poor Infrastructure.

The Principal of the college resigned. Few of the college officials ran away from the scene.

Studying in a College with No Infrastructure, No Qualified Faculty, Inadequate Lab Facilities, but Paying Huge Fees?

Not Anymore. Let’s Complain to AICTE, UGC or even the HRD Ministry!

If you have just completed 16 years of schooling and are about to enroll or have already enrolled into an institution which you handpicked from a dozen similar ones to pursue your dream course, then this blog is for you.

Every year, thousands of students in India suffer in the hands of Money-Minded Educational Institutions. Such institutions neither have the required infrastructure nor qualified faculty. They “buy” the accreditation from AICTE to conduct various courses on their so-called campuses with a couple of buildings. Some of them have even managed to get the “Deemed University” tag which is now under scrutiny by the HRD Ministry.

The sole aim of such institutions is to mint as much money as possible from students in the form of Capitation Fee, Development Fee, Placement Fee, Lab Fee, Some
junk Training Fee … this list goes on. Have you ever questioned yourselves – Why should your parents’ hard-earned money be given to such ruthless businessmen? Ever wondered what are the norms that these institutions MUST follow?

I list below a few of them for you. Check if your institution follows all of them.

AICTE approved institutes

The AICTE and our government have prescribed these norms for the institutions to strictly follow. Though most of them break these rules, we hardly complain. Or may be we do not know how.

There cannot be a better time to crack a whip on such erring institutions. The AICTE wants us to come forward and complain about such business-oriented institutions. That’s the reason why the AICTE have been issuing public notices in June 2009.

Now let’s make use of Our Rights and RAISE OUR VOICE against such erring institutions. “But How do I and whom do I contact??” is the question most of us have.

At this moment, I have a few pointers for you. I will keep this blog updated with more info as and when I find something important. I need your help as well.

All you have to do is send them emails or just give them a few phone calls. If you need any assistance, please let me know. I have posted my email id at the end of this blog.
    I wanted the list of Unapproved Institutions from AICTE, sent 6 emails so far (including the chairman of AICTE), but not a single response yet. I am now taking the help of a gentleman from the Media Industry. Let me see if I get any information. I will keep you posted! Maybe I should try calling them over the phone.     If you happen to be in Tamil Nadu, then this one’s going to help you. Dr.
    Ramasamy, vice chairman, Tamil Nadu State Council for Higher Education (TANSCHE) urged students and parents to come forward and lodge complaints with the TANSCHE about monetary exploitation in engineering colleges. The phone number you need to contact is 044-28440961. I want to let you know that I had called up this number and found that there were officers ready to take up complaints.
